BACKGROUND:
On March 8, 2016, in response to community concerns regarding aircraft overflights, your Board authorized the Aircraft Disturbance Study. The Aircraft Disturbance Study included the "Part 150 Noise Study" to measure the noise levels surrounding the San Carlos Airport, which was funded in part by a Federal Aviation Administration (FAA) grant.

Staff selected Coffman Associates to provide technical aviation analysis for the study. A Planning Advisory Committee was established at the onset of the Part 150 Study (Study) to review and comment on the Study's findings and recommendations. The Planning Advisory Committee included representatives from the FAA, Caltrans Division of Aeronautics, San Carlos Airport Pilots Association, government leadership from surrounding cities, airport business owners, members of local community groups, and a representative from the Board of Supervisors' Office. Neighbors were invited to several public information workshops and a public hearing during the preparation of the Study.
