C)                     The Director of Public Works or his designee to execute, modify, and/or submit subsequent documents associated with the Draft Noise Compatibility Program (NCP).

BACKGROUND:

On March 8, 2016, in response to community concerns regarding aircraft overflights, your Board authorized the Aircraft Disturbance Study. The Aircraft Disturbance Study included the “Part 150 Noise Study” to measure the noise levels surrounding the San Carlos Airport, which was funded in part by a Federal Aviation Administration (FAA) grant.

 

Staff selected Coffman Associates to provide technical aviation analysis for the study. A Planning Advisory Committee was established at the onset of the Part 150 Study (Study) to review and comment on the Study’s findings and recommendations. The Planning Advisory Committee included representatives from the FAA, Caltrans Division of Aeronautics, San Carlos Airport Pilots Association, government leadership from surrounding cities, airport business owners, members of local community groups, and a representative from the Board of Supervisors’ Office. Neighbors were invited to several public information workshops and a public hearing during the preparation of the Study. The resulting work product is the draft Noise Compatibility Program (NCP) for the San Carlos Airport, which includes comments received during several public workshops and public hearings, and recommendations from the consultant, the public, and the Planning Advisory Committee.

 

DISCUSSION:

During the preparation of the draft NCP, the Planning Advisory Committee met in April, August and November of 2017 and March of 2018. Following each of the four (4) Planning Advisory Committee meetings, the community was invited to participate in a Public Information Workshop. A public meeting was held in September of 2018 to discuss the Study where members of the community were given an opportunity to provide oral or written comments at the hearing, via the website, or by email or letter for up to 30 days following the last public outreach meeting. Study materials were made available on a projectspecific website for the duration of the Study for those unable to attend the meetings, hearing, or workshops.

FAA Part 150 program guidance, technical analysis conducted by Coffman Associates, public comments and input from the Planning Advisory Committee were utilized to develop the draft San Carlos Airport NCP.  The proposed noise abatement marketing materials and several other recommendations is included as Attachment “A”.  Once approved by the FAA, the Airport will update its website, marketing materials, and outreach efforts to include these new recommendations.

The draft San Carlos Airport NCP is ready for submission to the FAA for its review and approval. The San Carlos Airport draft NCP will be posted in the Federal Register by the FAA and available for additional public comment prior to approval.

 

County Counsel has reviewed and approved this resolution as to form.

 

The proposed San Carlos Noise Compatibility Program contributes to the Shared Vision 2025 outcome of a Livable Community by allowing residents, business owners, and Airport users to help shape airport noise reduction measures in a way that best meets the needs of the community.

 

FISCAL IMPACT:

The total cost of the Study is $481,459 and is being funded by a 90 percent grant from the FAA.  The remaining cost of $48,146 is being funded by the Airport Enterprise Fund.  There is no impact to the General Fund.
