BACKGROUND:
Your Board has adopted similar resolutions designating parking restrictions.

Section 22507 et seq. of the California Vehicle Code and Section 7.30.010 (No Parking Zones) of the San Mateo County Ordinance Code provides that local authorities may prohibit or restrict the stopping, parking or standing of vehicles by resolution or ordinance.

The Edgewood Park and Natural Preserve located on the southerly side of Edgewood Road at 10 Old Stagecoach Road, is a popular hiking and picnicking destination. On-site parking facilities often fill up quickly, leading to parking spillover on Edgewood Road, including within bike lanes adjacent to Edgewood Road. This condition forces many cyclists to ride in the travel lane, eliminating the spatial separation that a bike lane creates.

The Department of Public Works (Department) received multiple requests for a "No Parking in Bike Lane" zone on a portion of Edgewood Road in the unincorporated area of Redwood City. The purpose of the restriction is to enhance safety for cyclists, facilitate the movement of traffic for westbound motorists, and to minimize pedestrian crossing to Edgewood Nature Preserve at locations which may not be suitable for pedestrians to cross.

DISCUSSION:
Staff investigated the requests and determined that a "No Parking in Bike Lane" zone is warranted on the north side of Edgewood Road.

The Department recommends a parking restriction on bike lanes on the northerly side of Edgewood Road.
