BACKGROUND:

Your Board has adopted similar resolutions designating parking restrictions.

 

Section 22507 et seq. of the California Vehicle Code and Section 7.30.010 (No Parking Zones) of the San Mateo County Ordinance Code provides that local authorities may prohibit or restrict the stopping, parking or standing of vehicles by resolution or ordinance.

 

The Edgewood Park and Natural Preserve located on the southerly side of Edgewood Road at 10 Old Stagecoach Road, is a popular hiking and picnicking destination. On-site parking facilities often fill up quickly, leading to parking spillover on Edgewood Road, including within bike lanes adjacent to Edgewood Road. This condition forces many cyclists to ride in the travel lane, eliminating the spatial separation that a bike lane creates.

 

The Department of Public Works (Department) received multiple requests for a “No Parking in Bike Lane” zone on a portion of Edgewood Road in the unincorporated area of Redwood City. The purpose of the restriction is to enhance safety for cyclists, facilitate the movement of traffic for westbound motorists, and to minimize pedestrian crossing to Edgewood Nature Preserve at locations which may not be suitable for pedestrians to cross.

 

DISCUSSION:

Staff investigated the requests and determined that a “No Parking in Bike Lane” zone is warranted on the north side of Edgewood Road.

 

The Department recommends a parking restriction on bike lanes on the northerly side of Edgewood Road.

 

The Department has discussed this proposal with San Mateo County Parks Department and with the Sheriff’s Office, both of whom support the proposal. 

 

Property owners on adjacent blocks, extending a minimum of 300 feet from the proposed parking zone locations were notified of the date and time of your Board’s meeting when these items will be considered. The majority of comments received to date are in support of parking restrictions within the bike lanes on the northerly side of Edgewood Road.  Comments received are summarized in Attachment “A”. 

 

The location of parking zones and other traffic restrictions on County-maintained streets are currently shown on maps in the Department of Public Works office and will be made available in list form on maps on the Department’s website. The master list will be updated to reflect the recommended changes, if your Board approves the proposed resolution.

 

County Counsel has reviewed and approved the resolution as to form.

 

Approval of this action contributes to the Shared Vision 2025 outcome of a Livable Community by allowing residents, business owners, and schools to help shape the neighborhood traffic controls in a way that best fits their collective needs.

 

FISCAL IMPACT:

The cost of installing signs and painting parking zone markings varies and is estimated at $7,000 for this action. Costs are included in the Road Funds’ FY 2018-19 Adopted Budget. There is no impact to the General Fund.
