BACKGROUND:
Environmental Health Services' (EHS) Household Hazardous Waste (HHW) program was formally established in 1992 after the passage of AB 939, the California Integrated Waste Management Act. This State law requires local jurisdictions, such as the County, to manage HHW programs to allow residents, small businesses, and municipalities to safely reduce, reuse, recycle, and/or dispose of residential hazardous wastes.

In operating its HHW program, EHS contracts with vendors to provide additional labor, equipment, supplies, transportation, and hazardous waste disposal services to support the collection of HHW. In May 2023, EHS conducted a Request for Proposals (RFP) to provide these HHW-related services. EHS selected a provider, Advanced Chemical Transport, Inc. dba ACTenviro (ACTenviro), based on its ability to provide services, qualifications, and competitive pricing.

DISCUSSION:
ACTenviro will support the HHW program's operational needs by supplying the program with 1) supplies related to hazardous waste collection and storage; 2) personnel to assist in operating multiple HHW collection events throughout the County; 3) hazardous waste transportation and disposal services; and 4) data tracking.
