BACKGROUND:
The Realize Flood Park Project ("Project") is a comprehensive overhaul of the visitor serving amenities within Flood County Park ("Park"). During the Project's robust, multi-year public engagement process, members of the community identified the features they desired most in the Park. Participants in this process, particularly the youth, identified a bicycle pump track as a top-desired amenity. A pump track is a continuous circuit of banked turns interspaced by rollers and other features that can be ridden on a bike, skateboard, scooter, or rollerblades.

Phase 1 of the Project includes construction of: the pump track, a multi-use sport field, two tennis/pickleball courts, two sand volleyball courts, a basketball court, picnic and reservation areas, and walking paths. Although most of Phase 1 is being designed by the Project's design consultant, CMG Landscape Architecture, the pump track will be implemented through a separate Design-Build process. Unlike other features in the Project, designing and shaping a pump track is a specialized form of art. Therefore, allowing one contractor to design and construct the track will result in a higher ride quality for track users.
