BACKGROUND:

The Realize Flood Park Project (“Project”) is a comprehensive overhaul of the visitor serving amenities within Flood County Park (“Park”).  During the Project’s robust, multi-year public engagement process, members of the community identified the features they desired most in the Park. Participants in this process, particularly the youth, identified a bicycle pump track as a top-desired amenity. A pump track is a continuous circuit of banked turns interspaced by rollers and other features that can be ridden on a bike, skateboard, scooter, or rollerblades.

 

Phase 1 of the Project includes construction of: the pump track, a multi-use sport field, two tennis/pickleball courts, two sand volleyball courts, a basketball court, picnic and reservation areas, and walking paths. Although most of Phase 1 is being designed by the Project’s design consultant, CMG Landscape Architecture, the pump track will be implemented through a separate Design-Build process. Unlike other features in the Project, designing and shaping a pump track is a specialized form of art. Therefore, allowing one contractor to design and construct the track will result in a higher ride quality for track users. 

 

To assist in this effort, the Department contracted with CPM, Inc. to prepare the necessary Design-Build documents, participate in the evaluation and selection of the Design-Build Entity (“DBE”), manage the selected DBE, and provide construction administration services. 

 

On March 27, 2023, the Department published the Requests for Qualifications and Proposals (“RFQ/P”) for Design-Build Services. Pursuant to the RFQ/P, the selected DBE will prepare construction plans based on the County’s proposed Design-Build Agreement inclusive of the criteria documents and construct an asphalt surfaced pump track in the Park. Prior to preparing the construction plans, the DBE will participate in a public engagement process to solicit feedback from those who will use the track.

 

Statements of Qualifications and Proposals were due by April 21, 2023, and 2 proposals were received.  After reviewing the proposals in accordance with Section III - Evaluation Criteria of the RFQ/P, the Department recommends that the Santa Cruz Mountains Trail Stewardship be contracted with as the DBE for the Flood Park Pump Track.

 

DISCUSSION:

The Department selected the Santa Cruz Mountains Trail Stewardship as the best-value proposer based on its experience building similar sized pump tracks, its understanding of how to incorporate the community in the design process, its ability to mobilize construction resources in a timely manner, and its fee proposal.  As part of their proposal, and in accordance with RFQ/P requirements, the Santa Cruz Mountains Trail Stewardship submitted two concepts for the pump track (Exhibit A). These concepts are being used as a basis for the community design process.

 

After selecting the Santa Cruz Mountains Trail Stewardship as the best-value proposer, the Department issued a Notice of Intent to Award on April 28, 2023. With the issuance of this notice, the Santa Cruz Mountains Trail Stewardship participated in the May 20, 2023 community workshop to solicit feedback from future pump track users. Using the information collected during this workshop, the Santa Cruz Mountains Trail Stewardship will prepare the final concept design of the pump track and submit it to the Department for review and approval. Upon approval from the Department, the Santa Cruz Mountains Trail Stewardship will commence preparation of the detailed engineered designs. Designs are anticipated to take three (3) months to complete.

 

The term of the contract will be May 23, 2023 through May 22, 2024, in an amount not to exceed $550,000. This amount includes $50,000 in contingency funds for Department-authorized expenditures.

 

The Flood Park Pump Track was analyzed in accordance with the California Environmental Quality Act as part of the Realize Flood Park Project’s Environmental Impact Report.  On November 10, 2020, the Board of Supervisors certified the Environmental Impact Report.

 

The County Attorney’s Office has reviewed and approved the agreement and resolution as to form and content.

 

FISCAL IMPACT:

The agreement with the Santa Cruz Mountains Trail Stewardship is for a not-to-exceed amount of $550,000, which includes $50,000 in contingency funds for Department-authorized expenditures. There is sufficient funding in the Parks Department’s FY 2022-23 Adopted Budget and Realize Flood Park Project budget for this agreement. Adequate funding for this agreement will also be budgeted in the Parks Department’s FY 2023-24 budget. The Realize Flood Park Project is currently funded by Measure K and Non-Departmental Services.
