BACKGROUND:
Correctional Health Services (CHS) provides comprehensive physical health, mental health, substance use disorder treatment services, and nutrition consultation to incarcerated adults in San Mateo County. Due to several recent events, as described in the Discussion section below, CHS is seeking this Board's approval for an Appropriation Transfer Request (ATR).

DISCUSSION:
n November 2021, through Coronavirus Emergency Supplemental Funding, administered by the Board of State and Community Corrections (BSCC), CHS received $1,193,398 from March 31, 2021, to January 30, 2023. A grant requirement of 20%, or $239,300, was allocated to non-governmental organizations that would support reentry backpacks consisting of personal protective equipment and personal hygiene kits, and motel vouchers for reentry quarantine and isolation purposes. Due to unsuccessful negotiations with vendors for motel vouchers and a grant time extension request, CHS could not expend $181,207. Additionally, $15,569 in salaries and benefits for staff was disallowed. As a result, per the BSCC grant agreement, CHS must return $196,776 to BSCC.
