BACKGROUND:
The Department of Public Works (Department) is responsible for managing the cleaning, repair, and emergency services for the sewer pipes associated with the County buildings. The Department relies on contract services for most of this work and recently there have been multiple sewer back-ups and issues that have required emergency services to resolve.

In March 2021, the Department requested bids from companies to provide sewer maintenance, repair, emergency services, and grease trap cleaning for County facilities. Able Plumbing, Sewer & Drain (Able) and Roto-Rooter were the only two local companies identified as equipped and able to perform all the needed services. Roto-Rooter indicated that services would need to be dispatched from three separate locations to cover the County. Roto-Rooter's labor rates were higher than Able's rates. Able was selected as offering the best price.

A waiver was approved by the Director of Public Works on May 19, 2021, to enter into an agreement without receiving three bids since there were only two companies capable of providing the services required by the scope of work. On May 25, 2021, the Department executed an agreement with Able to provide sewer services as needed at various County facilities, including pumping out and cleaning sewer ejector pump pits and grease traps.
