BACKGROUND:
On July 9, 2020, the County entered into an agreement with San Mateo County Economic Development Association ("SAMCEDA") to help small and medium sized businesses recover from the economic impacts of the COVID-19 pandemic for the term June 9, 2020 to January 9, 2021 in an amount not to exceed $75,000 (the "Agreement").

Since then, the County has entered into seven previous amendments of the Agreement which, in aggregate, have increased the Agreement's maximum fiscal obligation by $759,810, to a current not-to-exceed amount of $834,810, and extended the term of the Agreement through March 31, 2023.

The County now wishes to amend the Agreement for an eighth time to increase the maximum fiscal obligation by an additional $92,421, for a new not-to-exceed amount of $927,231, in order to cover SAMCEDA's additional pandemic recovery-related work performed in partnership with the Peninsula Chinese Business Association ("PCBA") ("Eighth Amendment").

DISCUSSION:
Early in the pandemic, SAMCEDA partnered with PCBA, which distributed COVID-19-related health guidance and completed business compliance checklists to 550 small businesses throughout the North County.
