BACKGROUND: The County of San Mateo, Information Services Department (ISD) operates a multi-technology countywide public radio system interconnecting through an extensive network namely: microwave-radio, optical-fiber, and leased circuit facilities that provides support to critical public safety communications for various public agencies throughout the County.

On August 3, 2021, ISD issued a Request for Proposal (RFP) to identify one vendor with extensive experience, availability of local personnel, and resources for the purpose of providing services to engineer and implement the Microwave System Upgrade Project to replace the current Harris Microwave System, installed in 2001, with a state-of-the-art Microwave System that will advance public safety communications and enhance regional interoperability.
The RFP process took a substantial amount of time due to the highly complex nature of the County's environment. The County negotiated the inclusion of internet protocol-based radio communication for future scalability of the system. Furthermore, national economic conditions, principally inflation, resulted in multiple contractor-led price increases that necessitated additional time for proposal review.
