BACKGROUND: The County of San Mateo, Information Services Department (ISD) operates a multi-technology countywide public radio system interconnecting through an extensive network namely: microwave-radio, optical-fiber, and leased circuit facilities that provides support to critical public safety communications for various public agencies throughout the County.
On August 3, 2021, ISD issued a Request for Proposal (RFP) to identify one vendor with extensive experience, availability of local personnel, and resources for the purpose of providing services to engineer and implement the Microwave System Upgrade Project to replace the current Harris Microwave System, installed in 2001, with a state-of-the-art Microwave System that will advance public safety communications and enhance regional interoperability.
The RFP process took a substantial amount of time due to the highly complex nature of the County’s environment. The County negotiated the inclusion of internet protocol-based radio communication for future scalability of the system. Furthermore, national economic conditions, principally inflation, resulted in multiple contractor-led price increases that necessitated additional time for proposal review.
DISCUSSION:
Aviat U.S., Inc., one of two respondents to the Microwave System Upgrade RFP was selected for its extensive experience as well as fulfilling all the requested technical and administrative criteria.
These improvements will be achieved by installing a new system that replaces the current system’s aging equipment, antennas, routers, and waveguides. The vendor will provide software licensing, new hardware, and selected spare parts. The vendor will also provide services with Motorola, the county’s Land Mobile Radio (LMR) vendor to ensure radio integration with the Microwave System. The vendor will provide a new MPLS (multiprotocol label switching) networking technology that will increase bandwidth and transport functions that position the Microwave System for future technology growth. MPLS supports the transition of legacy Land Mobile Radio (LMR) systems to digital Internet Protocol. By supporting this new technology, the new system will improve network security and mission critical reliability for the county and its radio partners.
The County Attorney’s Office has reviewed and approved the agreement and resolution as to both form and content.
This resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
Approval of this agreement will contribute to the performance measure by cost effectively upgrading the County’s radio communications system.

FISCAL IMPACT:
The term of this agreement is from September 13, 2022, through September 12, 2025 for a total not to exceed amount of $6,451,432. Funding for this agreement in the amount of $4,471,875 from Proposition 172 allocations is included in ISD’s FY 2022-23 Adopted Budget. The remaining amount of $1,979,557 from Proposition 172 allocations will be included in future budget requests.
