BACKGROUND:
On October 20, 2021, Household Hazardous Waste (HHW), one of San Mateo County Environmental Health Services Division's (EHS) programs, issued a Request for Proposals for disposing hazardous waste, including transporting and recycling universal waste fluorescent lamps and batteries. Three proposals were received, and EHS selected Advance Chemical Transport, Inc dba ACTenviro (ACTenviro) because it offered the best value for the services requested.

DISCUSSION:
HHW collects and safely processes household hazardous waste from County residents. Contracting with ACTenviro would enhance this program by providing universal waste lamp and battery direct pick-ups at retailer store locations. In addition, ACTenviro would supply the retailer with the necessary equipment, supplies and training of in-store staff to ensure proper management, containment and storage of the universal waste lamps and batteries collected.

The resolution contains the County's standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
