BACKGROUND:
San Mateo County provided necessary optical care to its medically indigent population, and access to services to its general population. Dr. Hwang has been providing optometry services at San Mateo Medical Center (SMMC) for the past thirteen years and will continue to provide, at a minimum, the same level of service as she has under previous contracts with the County.

DISCUSSION:
The County's need for optometry services is increasing due to the aging of its patient population. SMMC will continue to meet this growing need through contracts with Dr. Hwang and other optometrists. Dr. Hwang has agreed to provide necessary diabetic retinopathy screening and optometry examination coverage for County patients at SMMC and Correctional Health Services (CHS).

County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process.

The agreement and resolution have been reviewed and approved by County Counsel as to form.

The resolution contains the County's standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing access to optometry services to County residents.
