BACKGROUND:

San Mateo County provided necessary optical care to its medically indigent population, and access to services to its general population. Dr. Hwang has been providing optometry services at San Mateo Medical Center (SMMC) for the past thirteen years and will continue to provide, at a minimum, the same level of service as she has under previous contracts with the County.

 

DISCUSSION:

The County’s need for optometry services is increasing due to the aging of its patient population. SMMC will continue to meet this growing need through contracts with Dr. Hwang and other optometrists. Dr. Hwang has agreed to provide necessary diabetic retinopathy screening and optometry examination coverage for County patients at SMMC and Correctional Health Services (CHS).

 

County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process.

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing access to optometry services to County residents. It is anticipated that 100% of all eye examinations will adhere to the infection control standards as defined by the Joint Commission and Title XXII of the State of California, Code of Regulations, which will result in the reduced risk of healthcare-associated infections.

FISCAL IMPACT:

The term of the agreement is October 1, 2020 through September 30, 2022. The amount of the agreement is not to exceed $270,000 for the two year term. Funds in the amount of $135,000 are included in the SMMC FY 2020-21 Recommended Budget. Funds in the amount of $135,000 are included in the SMMC FY 2021-22 Recommended Budget. Similar arrangements will be made for future years.

 

The payment provisions of this contract will remain the same as the prior contract due to a similar rate in the 2019 Medical Group Management Association Provider Compensation and Production Report, which SMMC uses to benchmark its contracted provider rates.

 

Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care are covered by the County’s General Fund contribution to SMMC, and are within the existing annual appropriation.
