BACKGROUND:

The County of San Mateo Parks Department enlisted the Project Development Unit (PDU) in constructing a new visitors’ center for the Sanchez Adobe located at 1000 Linda Mar Blvd, Pacifica, CA. The PDU provides project management oversight in collaboration with the Parks Department.

 

The Sanchez Adobe visitors’ center will enhance visitors’ educational experiences while they explore the former Mission Dolores Outpost (1786) and adobe residence (1842) of Don Francisco Sanchez. Sanchez Adobe hosts many field trips and special programs such as the annual Rancho Day in September. The visitors’ center will be designed to educate visitors and students about the colorful history of the location through interactive events such as brick making and corn grinding demonstrations.

 

DISCUSSION:

On December 19, 2017, the PDU published a Request for Proposals for the services of a mobile building vendor for a 48’ x 60’ modular building. On April 24, 2018, this Board approved an agreement with Modular Space Corp. in the amount of $594,794.

 

On August 7, 2018, this Board approved to amend the contract from $594,794 to $733,272. On March 24, 2020, this Board approved an amendment to the contract to change the vendor’s name from Modular Space Corporation to William Scotsman Incorporated to reflect William Scotsman’s acquisition of Modular Space Corporation.

                     

In November 2019, the County initiated several change orders for additional scope and costs including but not limited to: (1) added walls and finishes; (2) modifications of the building base for new code compliant foundation; and (3) installation of gutters and downspouts not specified within the selected building. These changes require adjustment of the contract value in the approximate amount of $36,314.

 

The Resolution contains a provision allowing the amendment of terms and of County fiscal obligations by a maximum of $45,000 (in aggregate).

 

County Counsel has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

Funding for this contract scope is provided in the County of San Mateo Parks and Recreation Department FY2019-20 Adopted Budget.There is no impact on Net County Cost.
