BACKGROUND:
In 1981, the County granted the City of Burlingame ("City") a ten-foot wide easement for a water main line across Assessor's Parcel Number 029-321-060 in front of the old animal shelter complex near Coyote Point Recreation Area. The City's water main originates from the north under Airport Boulevard right of way. The easement granted to the City in 1981 was for a segment that made a ninety-degree turn into County property before making a large loop and returning to Airport Boulevard right of way further to the south ("Old Water Line Segment"). This segment of the water line included a water meter and fire hydrant.
