BACKGROUND:
San Mateo County has established a Shared Vision 2025 initiative to provide support for low-income and vulnerable populations in the areas of stability and self-sufficiency. The Human Services Agency addresses this goal by providing children and youth in foster care the educational supports needed to improve their academic performance and achieve high school graduation.

On January 29, 2018, the Human Services Agency released a request for proposals (RFP) seeking tutoring services in San Mateo County for foster youth. Achieve Success was chosen based on its experience and ability to provide specialized tutoring that addresses children with multiple educational needs including low performing students, students with disabilities, and English language learners.

On June 5, 2018, by Resolution No. 075931, this Board approved an agreement with Achieve Success for the term of July 1, 2018 through June 30, 2020 in the amount of $240,000.

DISCUSSION:
This amendment will provide up to 4,800 hours of tutoring services for K-12 grade foster youth in San Mateo County. The tutoring services address general education needs of students along with test preparation services for the California High School Exit Examination, General Education Development, and America College Testing and Scholastic Assessment Test.
