BACKGROUND:
San Mateo County has established a Shared Vision 2025 initiative to provide support for low-income and vulnerable populations in the areas of stability and self-sufficiency. The Human Services Agency addresses this goal by providing children and youth in foster care the educational supports needed to improve their academic performance and achieve high school graduation.
On January 29, 2018, the Human Services Agency released a request for proposals (RFP) seeking tutoring services in San Mateo County for foster youth. Achieve Success was chosen based on its experience and ability to provide specialized tutoring that addresses children with multiple educational needs including low performing students, students with disabilities, and English language learners.
On June 5, 2018, by Resolution No. 075931, this Board approved an agreement with Achieve Success for the term of July 1, 2018 through June 30, 2020 in the amount of $240,000.
DISCUSSION:
This amendment will provide up to 4,800 hours of tutoring services for K-12 grade foster youth in San Mateo County. The tutoring services address general education needs of students along with test preparation services for the California High School Exit Examination, General Education Development, and America College Testing and Scholastic Assessment Test. Achieve Success is a California Department of Education Supplemental Educational Provider. Achieve Success will use techniques that include face to face in-home tutoring, bilingual tutors, reinforcement of individualized educational plans and educational plans under section 504 of the Rehabilitation Act. Achieve Success uses learning materials and curricula that are aligned with California State Common Core standards and staff that are trauma-informed, and able to serve students with a variety of educational needs.
Students eligible for tutoring services under this Agreement include youth referred by San Mateo County Children and Family Services who are English language learners, low performing students, and/or students with disabilities.
This amendment allows Achieve Success to continue to provide its services to the County, adds $120,000 in funds, and extends the term of the agreement through June 30, 2021.
The amendment and resolution have been reviewed and approved by County Counsel as to form.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligation by a maximum of $25,000 (in aggregate).

FISCAL IMPACT:
The term of the amended agreement is July 1, 2018, through June 30, 2021. The amount is being increased by $120,000 to a new amount not to exceed $360,000. Of the increase, it is anticipated that 35% will be funded by Federal revenue, 35% State Realignment, and 30% Net County Cost. The $240,000 has been included in the FY2018-20 Adopted Budgets, and $120,000 was added in the FY20-21 Revised Recommend Budget.
