BACKGROUND:
In January 2020, the United States confirmed its first case of COVID-19 in Washington State. As of March 31, 2020, the Centers for Disease Control and Prevention have reported 163,539 confirmed cases of COVID-19 within the United States resulting in 2,860 deaths. As of March 31, 2020, there were 388 confirmed cases of COVID-19 within San Mateo County resulting in 10 deaths.

On March 2, 2020, the County of San Mateo's Emergency Operations Center (EOC) was engaged to assist in coordinating and disseminating public information regarding COVID-19. On March 3, 2020, the County's Health Officer issued a "Declaration of Local Health Emergency Regarding Novel Coronavirus 2019" and the County Manager, as the County's Director of Emergency Services (the "Director"), issued a proclamation of local emergency pursuant to Government Code section 8630 and Chapter 2.46 of the County's Ordinance Code, which proclamation was ratified by the Board of Supervisors on March 10, 2020, pursuant to Government Code section 8630 (the "COVID-19 Local Emergency").

On March 16, 2020, six Bay Area Health Officers (from the counties of Alameda, Contra Costa, Marin, San Francisco, and San Mateo, and Santa Clara) issued orders directing their respective residents to shelter in place for three weeks beginning March 17, 2020. On March 31st, those shelter in place orders were updated and extended through May 3, 2020.
