BACKGROUND:
On June 4, 2019, your Board adopted Resolution No. 076686, which adopted plans and specifications including conformance with prevailing wage scale requirements, and authorized an agreement with Anderson Pacific Engineering Construction, Inc. (APEC), with a not-to-exceed amount of $3,107,258 for the Memorial Park Wastewater Treatment Facilities Improvement Project (Project) and authorized the Director of Public Works to execute change orders in an amount not to exceed $282,478.

DISCUSSION:
The control panel included in the Project is intended solely for local control or operation of the plant with limited remote alarming capabilities. However, during construction of the Project, the Parks Department requested that an alternate alarm system with a remote supervisory control and data acquisition (SCADA) system be evaluated as an alternate to the original design. It was determined that a SCADA system with remote alarming, monitoring, and control functionality could be incorporated into the Project to better maintain and monitor the wastewater treatment system.
