Adopt a resolution increasing the Director of Public Works’ authority to execute change orders to the agreement with Anderson Pacific Engineering Construction, Inc., increasing the amount by $264,402, to a new not to exceed amount of $3,371,660 for payment of unanticipated project costs related to the Memorial Park Wastewater Treatment Facilities Improvement Project.

BACKGROUND:
On June 4, 2019, your Board adopted Resolution No. 076686, which adopted plans and specifications including conformance with prevailing wage scale requirements, and authorized an agreement with Anderson Pacific Engineering Construction, Inc. (APEC), with a not-to-exceed amount of $3,107,258 for the Memorial Park Wastewater Treatment Facilities Improvement Project (Project) and authorized the Director of Public Works to execute change orders in an amount not to exceed $282,478.
DISCUSSION:
The control panel included in the Project is intended solely for local control or operation of the plant with limited remote alarming capabilities. However, during construction of the Project, the Parks Department requested that an alternate alarm system with a remote supervisory control and data acquisition (SCADA) system be evaluated as an alternate to the original design. It was determined that a SCADA system with remote alarming, monitoring, and control functionality could be incorporated into the Project to better maintain and monitor the wastewater treatment system. The additional cost for the purchase and installation of this system is approximately $445,072.
Based on the additional cost of the SCADA system and the remaining change order balance, the Department is recommending that the not-to-exceed amount of the contract be increased by $264,402. The Department recommends that your Board approve the recommended contract increase amount to facilitate completion of the Project, which will include an improved monitoring and control system.
County Counsel has reviewed and approved the Resolution as to form.
FISCAL IMPACT:
The new not-to-exceed amount of the Anderson Pacific Engineering Construction, Inc. contract is $3,371,660. The recommended increase of the Project contract by $264,402 will allow the installation of an improved monitoring and control system as requested by the Parks Department. There is sufficient funding from the County of San Mateo Parks Department budget to support the increase.
