BACKGROUND:
On January 29, 2019, the Board of Supervisors approved Resolution No. 076380, in support of the "Flood and Sea Level Rise Resiliency Agency Proposal" (Proposal) for the new San Mateo County Flood and Sea Level Rise Resiliency District (the "District"). The Proposal recommended revising the 1959 San Mateo Flood Control District Act) through special legislation (AB 825) to change the governance of the District from the Board of Supervisors to a seven-member board consisting of five city/town council members nominated by C/CAG and two Board members nominated by the Board of Supervisors.

On June 25, 2019, in anticipation of the passage of AB 825, the Board of Supervisors (the "Board"), sitting as the Governing Board of the San Mateo County Flood Control District, created a seven-member Advisory Committee to the San Mateo County Flood Control District Board (the "Advisory Committee") comprised of two members of the Board of Supervisors and five members from city councils representing the coastal, northern, central, and southern areas of the County as well as an at-large city representative. This Advisory Committee will ultimately serve as the new governing board of the San Mateo County Flood and Sea Level Rise Resiliency District as of January 1, 2020 (the effective date of AB 825).
