BACKGROUND:
The San Francisco Bay Regional Water Quality Control Board (Water Board) regulates pollutants in stormwater runoff from municipal storm drain systems throughout San Mateo, Santa Clara, Alameda, and Contra Costa Counties through the Municipal Regional Permit (MRP). The current MRP requires the County to develop and implement a Green Infrastructure Plan (GI Plan) with the intent of gradually shifting the County areas and facilities from traditional "gray" storm drain infrastructure to "green" infrastructure which captures, stores, and treats stormwater using specially-designed landscape systems.

On April 25, 2017, your Board adopted Resolution No. 075143 approving the County's GI Workplan for developing and submitting the GI Plan to the Water Board by September 30, 2019. The development of the GI Plan will require the collaboration of multiple departments coordinated by the Office of Sustainability, including: Department of Public Works, Planning and Building Department, the County Manager's Real Property Division, Project Development Unit, and the Parks Department.
