BACKGROUND:
Section 22519 of the California Vehicle Code authorizes local government agencies to restrict or regulate vehicle parking in off-street parking facilities owned or operated by the local agency. Additionally, Section 7.32.010 of the San Mateo County Ordinance Code provides that motor vehicles shall not be parked in any area which the Board of Supervisors, by resolution, designates as a no parking area during prescribed hours.

The County's Department of Public Works is currently constructing a parking lot in North Fair Oaks which is owned by the County. This parking lot is a component of the Middlefield Road Improvement Project.

This parking restriction applies to only the lot listed above and is more restrictive than the Parking Policy adopted by your Board on September 12, 2017, Resolution 075447, pertaining to hours of operation for County owned parking facilities.

DISCUSSION:
The Middlefield Road Improvement Project will result in the removal of all existing diagonal parking spaces along the road, with those spaces replaced by parallel parking spaces. This change will create space for wider sidewalks and bicycle lanes. As a result, the 125 existing parking spaces will be reduced to 70, with a loss of 55 parking spaces.

To offset this loss, the County plans to operate a new parking lot at the following location:
* 2nd Avenue and Middlefield Road

A total of 43 parking spaces will be developed at this location.
