BACKGROUND:

Section 22519 of the California Vehicle Code authorizes local government agencies to restrict or regulate vehicle parking in off-street parking facilities owned or operated by the local agency.  Additionally, Section 7.32.010 of the San Mateo County Ordinance Code provides that motor vehicles shall not be parked in any area which the Board of Supervisors, by resolution, designates as a no parking area during prescribed hours.

 

The County’s Department of Public Works is currently constructing a parking lot in North Fair Oaks which is owned by the County. This parking lot is a component of the Middlefield Road Improvement Project.

 

This parking restriction applies to only the lot listed above and is more restrictive than the Parking Policy adopted by your Board on September 12, 2017, Resolution 075447, pertaining to hours of operation for County owned parking facilities.

 

DISCUSSION:

The Middlefield Road Improvement Project will result in the removal of all existing diagonal parking spaces along the road, with those spaces replaced by parallel parking spaces. This change will create space for wider sidewalks and bicycle lanes. As a result, the 125 existing parking spaces will be reduced to 70, with a loss of 55 parking spaces.

 

To offset this loss, the County plans to operate a new parking lot at the following location:

                     2nd Avenue and Middlefield Road

 

A total of 43 parking spaces will be developed at this location.

 

Since the street parking spaces on Middlefield Road were developed to provide parking for the patrons of the adjoining businesses, time limited parking was established to provide equitable parking opportunities for patrons to the various businesses. The existing ordinances allow for 20 minute, 1 hour and 2 hour parking limits as well as some no parking and loading zones.

 

The Department of Public Works, in consultation with the North Fair Oaks Community Council, recommends a 2 hour time limit for parking in the County-operated public parking lot on Middlefield Road.  This will allow patrons time to walk to the shops on Middlefield Road and patronize the businesses and allow adequate time for law enforcement to monitor the lots. In addition, it is recommended that the parking lot be closed after the hours of 10:00 PM and reopened at 7:00 AM to limit noise, littering, and loitering in the parking lot in the evenings.

 

Therefore, we recommend adoption of the resolution adding the described parking restrictions at this location. Pursuant to Section 22519 of the California Vehicle Code, the County must post signage giving the public notice of these parking limitations. 

 

In addition, the North Fair Oaks Community Council was notified of the date and time of your Board’s meeting when these items will be considered. Maps depicting the proposed parking restrictions are shown in Attachment A and Attachment B attached hereto.

 

County Counsel has reviewed and approved the resolution as to form.

 

Approval of this resolution contributes to the Shared Vision 2025 outcome of a Livable Community by allowing residents, business owners, and patrons to help shape the neighborhood traffic controls in a way that best fits their collective needs.

 

FISCAL IMPACT:

On May 16, 2017, this Board adopted Resolution No. 075198, which authorized the president of the Board to execute an agreement with Half Moon Bay Grading & Paving INC., for the Middlefield Road Parking Lot Project. The cost of installing signs and painting parking zone markings is included within that project.

 

There is no impact to the General Fund.
