BACKGROUND:
The California Department of Health Care Services (DHCS), Title 9, requires all Driving Under the Influence (DUI) programs to pay an administrative fee to the county in which they are operating. In San Mateo County, Behavioral Health and Recovery Services (BHRS) receives the administrative fee collected from MHN Government Services, LLC for costs associated with monitoring and overseeing alcohol and drug programs. The rates for these administrative fees assessed by the County are approved by DHCS. It is the responsibility of the County to ensure DUI programs are in compliance with the regulations and requirements under Title 9 and Division 10.5 of the Health and Safety Code, and the programmatic and fiscal integrity of the DUI programs.

DISCUSSION:
This revenue agreement provides First Offender Program and Multiple Offender Program DUI services (e.g. substance abuse education and counseling) to San Mateo County residents.
