BACKGROUND:
In February 2016, the County launched the commuter bus pilot service for County employees from the North County, East Bay, and South Bay. Initially, Transmetro, Inc. was selected as the pilot program vendor and provided commuter bus service through October 2017. The pilot program was extended an additional year, and, on October 30, 2017, the County entered into an agreement with Chariot, Inc. to continue service until November 30, 2018.

Since Chariot's launch in 2017, the Commuter Bus Pilot Program has provided over 37,000 rides for approximately 255 San Mateo County riders, saving 170 metric tons of carbon dioxide emissions or the equivalent of over 19,000 gallons of gasoline saved. The average Chariot driver rating is 4.77 (based on a scale from 1 being poor to 5 being excellent), and all routes have achieved an average 96 percent overall on-time performance, which exceeds the performance measure standards established for the current agreement. The Office of Sustainability and Chariot have both received anecdotal testimonies that the shuttle service has reduced employee stress from commuting long distances, allowed for increased productivity during the workday, and improved overall employee happiness.
