BACKGROUND:

In February 2016, the County launched the commuter bus pilot service for County employees from the North County, East Bay, and South Bay. Initially, Transmetro, Inc. was selected as the pilot program vendor and provided commuter bus service through October 2017. The pilot program was extended an additional year, and, on October 30, 2017, the County entered into an agreement with Chariot, Inc. to continue service until November 30, 2018.

 

Since Chariot’s launch in 2017, the Commuter Bus Pilot Program has provided over 37,000 rides for approximately 255 San Mateo County riders, saving 170 metric tons of carbon dioxide emissions or the equivalent of over 19,000 gallons of gasoline saved. The average Chariot driver rating is 4.77 (based on a scale from 1 being poor to 5 being excellent), and all routes have achieved an average 96 percent overall on-time performance, which exceeds the performance measure standards established for the current agreement. The Office of Sustainability and Chariot have both received anecdotal testimonies that the shuttle service has reduced employee stress from commuting long distances, allowed for increased productivity during the workday, and improved overall employee happiness. In addition, updated data pertaining to ridership, on-time performance, and ticket/pass purchases are available to County staff on a daily basis. Service under the current agreement with Chariot, Inc. ends on November 30, 2018.

 

DISCUSSION:

On July 2, 2018, the Office of Sustainability (OOS) released a Request for Proposal (RFP) to continue the provision of comprehensive commuter bus service for County employees. The OOS received proposals from five different vendors by the RFP close.

 

After evaluation of the five proposals and in-person interviews with the top three vendors, Chariot, Inc. was selected as the preferred vendor. The determination was made on the basis of an advanced booking reservation service, the provision of thirteen Hybrid vehicles for the County fleet, a fleet of back-up vehicles that can be deployed if the assigned vehicles are in service or have mechanical issues while on route, and a fixed cost per vehicle inclusive of vehicle cost, salary and benefits, insurance, and fuel.

 

The OOS has negotiated a contract agreement with Chariot, Inc. to complete the tasks outlined in the Scope of Work of the RFP from December 1, 2018, through December 15, 2020, at a total cost not to exceed $3,949,246.

 

The Contractor has a collective bargaining agreement with its represented employees to provide three days of paid jury duty leave, and therefore it is requested that the Board waive required compliance with the County jury ordinance which provides for five days of paid jury leave.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 in the aggregate.

 

County Counsel has reviewed and approved the resolution and the agreement as to form.

 

Providing a commuter bus service for County employees contributes to the Shared Vision 2025 outcome of an Environmentally Conscious Community by reducing countywide greenhouse gas (GHG) emissions and reducing the number of single occupancy vehicles on roadways.

FISCAL IMPACT:

The term of the agreement is December 1, 2018 through December 15, 2020 in an amount not to exceed $3,949,246. This Agreement will be funded through Net County Cost included in the Office of Sustainability’s FY 2018-19 Adopted Budget and will be included in the Office’s FY 2019-20 budget.
