Adopt resolutions:

A) Authorizing the establishment of a "Two-Hour, Time Limited Parking During Specified Hours" zone, Monday through Friday, 12:00 p.m. to 6:00 p.m., on Elmer Street, in the unincorporated Belmont area; and

B) Authorizing the establishment of a "One-Hour, Time Limited Parking During Specified Hours" zone, Monday through Friday, 8:00 a.m. to 6:00 p.m., on Old County Road, in the unincorporated Belmont area.

BACKGROUND:
Your Board has adopted similar resolutions designating parking restrictions.

Section 22507 et al. of the California Vehicle Code and Section 7.24.010 of the San Mateo County Code of Ordinances provides that local authorities may prohibit or restrict the stopping, parking or standing of vehicles by resolution or ordinance.

The Department of Public Works (Department) received requests from business owners for parking restrictions on streets in the unincorporated Belmont area to better serve business patrons and allow for patron parking close to businesses.

DISCUSSION:
The Harbor Industrial Association (HIA) represents the interests of tenants, property owners, and business owners in the industrial area where the parking zones have been requested. HIA coordinated with business owners in the area to propose time limited parking zones to secure parking for business patrons before a proposed apartment complex adds residential vehicles to the area.

The Department recommends adoption of the resolution adding the described parking restrictions at the subject locations.
