A)                     Authorizing the establishment of a “Two-Hour, Time Limited Parking During Specified Hours” zone, Monday through Friday, 12:00 p.m. to 6:00 p.m., on Elmer Street, in the unincorporated Belmont area; and

 

B)                     Authorizing the establishment of a “One-Hour, Time Limited Parking During Specified Hours” zone, Monday through Friday, 8:00 a.m. to 6:00 p.m., on Old County Road, in the unincorporated Belmont area.

BACKGROUND:

Your Board has adopted similar resolutions designating parking restrictions.

 

Section 22507 et al. of the California Vehicle Code and Section 7.24.010 of the San Mateo County Code of Ordinances provides that local authorities may prohibit or restrict the stopping, parking or standing of vehicles by resolution or ordinance.

 

The Department of Public Works (Department) received requests from business owners for parking restrictions on streets in the unincorporated Belmont area to better serve business patrons and allow for patron parking close to businesses. 

 

DISCUSSION:

The Harbor Industrial Association (HIA) represents the interests of tenants, property owners, and business owners in the industrial area where the parking zones have been requested. HIA coordinated with business owners in the area to propose time limited parking zones to secure parking for business patrons before a proposed apartment complex adds residential vehicles to the area.

 

The Department recommends adoption of the resolution adding the described parking restrictions at the subject locations.

 

The site has been investigated to determine if additional parking restrictions are warranted. Property owners on adjacent blocks, extending a minimum of 300 feet from the proposed parking zone locations, were notified of the date and time of your Board’s meeting when these items will be considered. The objections and support received to date are summarized in Attachment A. A majority of the responses received were in favor of the time limited parking.

 

The location of parking zones and other traffic restrictions on County-maintained streets are currently shown on maps in the Department of Public Works’ office and will be made available in list form on maps on the Department’s website. The master list will be updated to reflect the recommended changes, if your Board approves the proposed resolution.

 

County Counsel has reviewed and approved the resolution as to form.

 

Approval of this action contributes to the Shared Vision 2025 outcome of a Livable Community by allowing residents, business owners, and schools to help shape the neighborhood parking in a way that best fits their collective needs.

 

FISCAL IMPACT:

The cost of installing signs and painting parking zone markings varies, but averages approximately $550 per parking zone.  Costs are included in the Fiscal Year 2018-19 Adopted Budget. There is no impact to the General Fund.
