BACKGROUND:
On August 1, 2013, the County entered into an engineering consulting services agreement with Simpson, Gumpertz, & Heger, Inc. (SGH) to conduct a nonstructural evaluation of the San Mateo Medical Center's (SMMC) buildings to determine compliance with the Alquist Hospital Seismic Safety Act. The report, dated December 13, 2013 and revised on September 24, 2014, identified deficiencies in three SMMC buildings that would require non-structural seismic upgrades; the original hospital building, the Nursing Wing, and the Nursing Wing Link.

On June 2, 2015, your Board adopted Resolution 073836, increasing the not-to-exceed amount by $110,500 to a new, not-to-exceed amount of $210,000, to develop construction documents to address non-structural deficiencies found in the three SMMC buildings. Those construction documents were submitted to the Office of Statewide Health Planning Development (OSHPD) by the January 2016 deadline.

On July 26, 2016, your Board adopted Resolution 074698, which modified the scope of services, extended the agreement to June 1, 2017, and increased the not-to-exceed amount by $158,500, for a new, not-to-exceed amount of $368,500. Additional engineering services were required to address OSHPD comments from the seismic evaluation, perform additional surveys of distributed systems for bracing and anchorage, and to prepare documents to obtain permits.
