BACKGROUND:

On August 1, 2013, the County entered into an engineering consulting services agreement with Simpson, Gumpertz, & Heger, Inc. (SGH) to conduct a nonstructural evaluation of the San Mateo Medical Center’s (SMMC) buildings to determine compliance with the Alquist Hospital Seismic Safety Act. The report, dated December 13, 2013 and revised on September 24, 2014, identified deficiencies in three SMMC buildings that would require non-structural seismic upgrades; the original hospital building, the Nursing Wing, and the Nursing Wing Link.

 

On June 2, 2015, your Board adopted Resolution 073836, increasing the not-to-exceed amount by $110,500 to a new, not-to-exceed amount of $210,000, to develop construction documents to address non-structural deficiencies found in the three SMMC buildings. Those construction documents were submitted to the Office of Statewide Health Planning Development (OSHPD) by the January 2016 deadline.

 

On July 26, 2016, your Board adopted Resolution 074698, which modified the scope of services, extended the agreement to June 1, 2017, and increased the not-to-exceed amount by $158,500, for a new, not-to-exceed amount of $368,500. Additional engineering services were required to address OSHPD comments from the seismic evaluation, perform additional surveys of distributed systems for bracing and anchorage, and to prepare documents to obtain permits.  Additional time was needed to complete this work and obtain the required permits, so an amendment to the agreement was executed on June 2, 2017, extending the term of the agreement through June 30, 2020.

 

The San Mateo Medical Center Master Plan, adopted by your Board as part of the Fiscal Year 2016-17 Capital Projects budget, recommends the demolition of the original hospital building.  SGH has redirected their efforts on the remaining two medical buildings, the Nursing Wing and the Nursing Wing Link, in need of seismic upgrades and has revised their construction documents.

 

In continued compliance in meeting OSHPD milestone dates towards the Alquist Hospital Seismic Act, building permits for the remaining two medical buildings must be obtained by January 1, 2018.

 

Because SGH is the engineering firm of record for the County on nonstructural upgrades at the SMMC, and to satisfy future milestones and address OSHPD comments from the seismic evaluation of existing systems, equipment, and components, the Department recommends retaining SGH to oversee construction work performed to ensure OSHPD milestones and regulatory requirements are met.  The performance of SGH, to date, has been invaluable in ensuring the best interests of the County.

 

DISCUSSION:

On May 12, 2017, SGH submitted revised construction documents to OSHPD for non-structural upgrades at the Nursing Wing and Nursing Wing Link.  On October 16, 2017, the Department of Public Works (Department) received OSHPD approval for those buildings. 

 

SGH has secured building permits to satisfy OSHPD milestone requirements and expects construction to start January 2018 with a target completion of August 2018.  The Department recommends your Board approve the increase to the contract amount and maintain SGH, as the engineering firm of record, to oversee the construction of the seismic upgrades to ensure regulatory compliance. This additional funding will also help facilitate the completion of the project if unforeseen conditions arise once site construction begins.

 

 The Contract Compliance Committee has approved extending the term of this agreement through June 30, 2020.  County Counsel has reviewed and approved the resolution and amendment as to form. 

 

Approval of this action will contribute to the Shared Vision 2025 of a Healthy Community by ensuring safe healthcare facilities. 

 

FISCAL IMPACT:

The new, not-to-exceed amount of the Simpson, Gumpertz, & Heger, Inc. contract is $556,000.  The recommended increase of $162,500 will allow for payment to the contractor to complete OSHPD milestone requirements and oversee the construction of the seismic upgrades.   Funding is included in the 2017-18 Adopted Capital Projects budget.  There is no additional impact to the General Fund.
