BACKGROUND:
In 2015, an audit of the Hall of Justice security camera system was conducted and revealed that most of the cameras and equipment were installed over 20 years ago. Maintenance on the equipment was not routinely performed and minimal upgrades had been made. In addition, the hardware and software for the system had become obsolete.

Discussions took place between stakeholders from several County departments including the County Manager's Office, Information Services Department, County Counsel, Department of Public Works, and Public Safety Communications. Following the security assessment and stakeholder meetings, the County entered into a contract with Siemens Industry, Inc. for the Hall of Justice and the Redwood City parking garage camera upgrade project.

The contract between the County of San Mateo and Siemens Industry, Inc. ended on June 30, 2016, however, a recent follow-up assessment revealed additional deficiencies in the security camera system. In order to correct the deficiencies and finalize the security camera upgrade project, a new contract is required.

DISCUSSION:
The finalized security camera system will improve safety of the County Campus by correcting the identified deficiencies and ensuring the safe and secure storage of recorded video for the time required by law and County policy.
