BACKGROUND:

In 2015, an audit of the Hall of Justice security camera system was conducted and revealed that most of the cameras and equipment were installed over 20 years ago. Maintenance on the equipment was not routinely performed and minimal upgrades had been made. In addition, the hardware and software for the system had become obsolete.

 

Discussions took place between stakeholders from several County departments including the County Manager’s Office, Information Services Department, County Counsel, Department of Public Works, and Public Safety Communications. Following the security assessment and stakeholder meetings, the County entered into a contract with Siemens Industry, Inc. for the Hall of Justice and the Redwood City parking garage camera upgrade project.

 

The contract between the County of San Mateo and Siemens Industry, Inc. ended on June 30, 2016, however, a recent follow-up assessment revealed additional deficiencies in the security camera system. In order to correct the deficiencies and finalize the security camera upgrade project, a new contract is required. 

 

DISCUSSION:

The finalized security camera system will improve safety of the County Campus by correcting the identified deficiencies and ensuring the safe and secure storage of recorded video for the time required by law and County policy.

 

The contract with Siemens Industry, Inc. will provide for the equipment and installation of 13 additional emergency call stations, a surveillance camera on the roof of the Hall of Justice, replacement of the speedway alarms located in front of the Hall of Justice and a 1-year service agreement on all equipment to ensure proper maintenance of the surveillance system. The contract is for an amount not to exceed $130,799.00 and a term of October 31, 2017 through October 30, 2018.

 

County Counsel has reviewed and approved the resolution and agreement as to form.

 

Approval of the resolution contributes to the Shared Vision 2025 of a Safe Community by improving the safety and security of the County Campus.

 

FISCAL IMPACT:

The funding for this contract has been included in the Sheriff’s Office FY 2017-18 Recommended Budget. There is no Net County Cost.
