BACKGROUND:
After receiving authorization from the Board on June 29, 2021, by Resolution No. 078282, the County entered in an agreement with Family Connections for a term of July 1, 2021 through June 30, 2023 and a total obligation amount not to exceed $440,000 to provide child abuse prevention services to help parents learn positive parenting skills and for their children to learn to develop the skills necessary to succeed in kindergarten and beyond. Under this agreement, Family Connections provides child abuse prevention services through the delivery of parent-education, using evidenced based modalities and short-term clinical services. These services are provided on-site at Family Connection's pre-schools located in East Palo Alto, Menlo Park (Belle Haven), and Redwood City (North Fair Oaks), in community-based locations and through home-visits. Parents and children may receive additional support based on their identified needs as determined through initial intake, screening, and assessments.

DISCUSSION:
The current agreement expires June 30, 2023. In March 2023, the Human Services Agency (HSA) issued a Request for Proposals to identify child abuse prevention services providers and needs time to complete the RFP process. HSA is requesting to amend the agreement to extend the term by 3 months and add funding to cover the cost to provide services to prevent a gap in services.
