BACKGROUND:
The California Identification System (CAL-ID) is an automated system maintained by the California Department of Justice for retaining fingerprint files. Pursuant to Penal Code 11112.4, San Mateo County established a Cal-ID Board consisting of the Sheriff, the District Attorney, Police Chiefs from San Mateo County, local City leaders, and a member of the County Board of Supervisors. The San Mateo County Cal-ID Board provides oversight for the Remote Access Network. The San Mateo County Remote Access Network is used to determine an individual's identity. The network is accessible via designated computer workstations located throughout the County.

In fiscal year 2012, the San Mateo County Cal-ID Board authorized the replacement of Live Scan workstations and the temporary use of an Automated Fingerprint Identification System. The current Automated Fingerprint Identification System is on loan to San Mateo County and must be returned. Additionally, this system has reached the end of its useful life and cannot provide San Mateo County with the ability to use mobile Cogent Automated Fingerprint Identification System (CAFIS) readers.
