Adopt a resolution authorizing:
A) The CAL-ID designee to enter into an agreement with Gemalto, Inc. for the provision and installation of a new Cogent Automated Fingerprint Identification System and its associated components in an amount not to exceed $461,662 for a term commencing February 1, 2019 through January 31, 2021; and
B) The Cal-ID designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000.

BACKGROUND:
The California Identification System (CAL-ID) is an automated system maintained by the California Department of Justice for retaining fingerprint files. Pursuant to Penal Code 11112.4, San Mateo County established a Cal-ID Board consisting of the Sheriff, the District Attorney, Police Chiefs from San Mateo County, local City leaders, and a member of the County Board of Supervisors. The San Mateo County Cal-ID Board provides oversight for the Remote Access Network. The San Mateo County Remote Access Network is used to determine an individual’s identity. The network is accessible via designated computer workstations located throughout the County.
In fiscal year 2012, the San Mateo County Cal-ID Board authorized the replacement of Live Scan workstations and the temporary use of an Automated Fingerprint Identification System. The current Automated Fingerprint Identification System is on loan to San Mateo County and must be returned. Additionally, this system has reached the end of its useful life and cannot provide San Mateo County with the ability to use mobile Cogent Automated Fingerprint Identification System (CAFIS) readers.
DISCUSSION:
The San Mateo County Remote Access Network is used to determine the identity of individuals processed into the County’s jails, perform applicant scanning, and track sex offender registrants. Currently the only way to determine an individual’s identity is to transport them to a local police department with a Live Scan workstation connected to the Remote Access Network (RAN) or to transport them to one of our two jails. As part of the Cogent Automated Fingerprint Identification System (CAFIS) project, the Sheriff’s Office plans to install a mobile CAFIS server that will provide rapid fingerprint results to mobile readers in the field. Once the CAFIS project is completed, the process of determining the identity of an individual will be a streamlined two-step process.
Over 80% of the police departments in San Mateo County use Gemalto’s Cogent Live Scan workstations connected to the County’s RAN. To ensure compatibility with these workstations, as well as the Cogent Live Scan workstations located in the Sheriff’s Office, the CAL-ID Board believes it is in the County’s best interest to waive the Request for Proposal process and acquire a CAFIS from Gemalto.
The resolution and agreement have been reviewed and approved by County Counsel as to form.
The documents have been approved by Information Services Department (ISD).
This contract supports the Shared Vision 2025 Collaborative Community goal by providing the Sheriff’s Office and police departments in the County with products that meet their fingerprint identification needs and services. This will allow law enforcement agencies within San Mateo County to provide a higher level of service to County residents by decreasing the average return time from hits of fingerprint searches.

FISCAL IMPACT:
The term of the Agreement with Gemalto, Inc. is from February 1, 2019, to January 31, 2021. The cost of acquiring a new CAFIS and its associated components is $461,662. This project was included in the County’s IT Capital Project list and has been included in the Sheriff’s Office Approved FY 2018-19 budget.
