Creates a Civilian Advisory Body, which
1. Assists the Board in its duties under Section 25303 of the Government Code as to the Sheriff
2. Is tasked with facilitating accountability, transparency and engagement (John summarized this more generally as the concepts discussed during the meeting)
3. Holds Public Meetings subject to the Brown Act
4. Performs outreach
5. Provides feedback
6. Issues reports, including an annual report that would cover subjects like analysis of booking Data
7. Makes recommendations based on information received by it
8. Would be made up of 9 members, including 1 appointed by each Supervisor
9. Staffed by CEO’s Office
10. There would be a Board Liaison
11. Sheriff’s Office and CAO would also support
12. Would not participate in departmental personnel or disciplinary matters
13. Not make investigations or referrals on matters that are under active investigation
