Adopt a resolution authorizing an amendment to the agreement with Samaritan House for non-congregate homeless shelter services at El Camino House to add $3,460,470 in funds for a revised total obligation not to exceed $8,477,374 and to extend the term two years for a revised term of July 1, 2022 through June 30, 2027.

BACKGROUND:
In December 2021, the State awarded San Mateo County $13.5 million to purchase, rehabilitate, and operate the Stone Villa Inn as a non-congregate shelter. In March 2022, the County purchased Stone Villa Inn and began rehabilitation of the site to convert the property into the Stone Villa Shelter, a 44-unit non-congregate shelter serving adults (individuals and couples) experiencing homelessness.
In March 2022, the San Mateo County Human Services Agency (HSA) issued a Request for Proposals (RFP) to seek non-congregate homeless shelter services at Stone Villa Shelter, and Samaritan House was selected as the provider based on the evaluation criteria listed in the RFP.
On June 13, 2023, by Resolution No. 079748, the County entered into an Agreement with Samaritan House to operate Stone Villa Shelter, since renamed El Camino House, to provide non-congregate homeless shelter services for the term of July 1, 2022, to June 30, 2024, for a total obligation amount not to exceed $3,286,669.
On May 21, 2024, by Resolution No. 080354, the parties amended the Agreement to add $1,730,235 in funds and extended the term of the Agreement through June 30, 2025, for a revised total obligation not to exceed $5,016,904.
