BACKGROUND:
On May 23, 2023, this Board approved a one-time grant of district-discretionary Measure K funds in an amount not to exceed $60,000 to Hope Services to provide additional resources (parent support groups, assessment kits, consultations, and hiring additional professionals) to support their mental health, early intervention, and treatment services for children.

DISCUSSION:
Hope Services has requested a change to the scope of work for the Measure K grant agreement, to provide psychiatric medication support and individual counseling instead of parent support groups, and to extend the grant agreement term through July 31, 2025. Hope Services has worked to recruit participants for parent support groups since the approval of the grant but has been unsuccessful in obtaining referrals from partner agencies or interest from the public. Hope Services has requested that the Measure K funds that had been allocated for the parent support groups be redirected to focus on psychiatric medication support and individual counseling to San Mateo County dual diagnosis clients with developmental disabilities and a mental health diagnosis.

Hope Services will provide an estimated 2 hours of medication services and 13 hours of individual counseling per client, for an estimated total of 10 clients. Medication services...
