A)                     Appointment of Sebastian Wong, representing the American Heart Association, for an initial partial term ending March 31, 2025; and

 

B)                     Reappointment of David Norris, representing the San Mateo County Police Chiefs Association, for a first full term ending March 31, 2028.

BACKGROUND:

The Emergency Medical Care Committee (EMCC) is responsible for reviewing and reporting its observations and recommendations to the San Mateo County Board of Supervisors and the local Emergency Medical Services Agency (EMS Agency) regarding the emergency medical services system. The Committee monitors and presents recommendations to improve emergency medical care in San Mateo County.

 

The EMCC consists of 20 members appointed by the Board, for terms of four years, for up to three consecutive terms. Among EMCC’s 20 members, it must have, among other requirements: one representative of the San Mateo County Medical Association; two Fire Service representatives, at least one of which will be a representative of the San Mateo County Fire Chiefs Association; one representative of the American Heart Association; one representative of the American National Red Cross; one physician who is currently an emergency physician at a San Mateo County Hospital; one registered nurse who is currently an emergency nurse at a San Mateo County receiving hospital; one representative of the California Highway Patrol; one licensed and accredited San Mateo County EMT-Paramedic, who shall be employed as a field care EMT-Paramedic or field EMT-Paramedic Supervisor by the county-wide exclusive emergency ambulance contractor; one representative of the San Mateo County Police Chief's Association; five consumer representatives who have no pecuniary or professional interest in emergency medical care, and whose primary residence is in San Mateo County; and five categorical members who serve on the EMCC by virtue of their positions: a) County Health Officer; b) County Director of Public Safety Communications; c) County Area Coordinator of the Department of Emergency Management or their designee; d) Executive leader of a San Mateo County receiving hospital or designee; and e) Executive leader of the county-wide exclusive emergency ambulance contractor.

 

DISCUSSION:

Sebastian Wong is being recommended to serve an existing partial term through March 31, 2025, representing the American Heart Association, a seat formerly held by Shawni Goudarzi. David Norris has served on the EMCC since an initial partial term beginning in November 2021 and is being recommended for reappointment into a first full four-year term ending March 31, 2028.

 

Sebastian Wong has been recommended for appointment by the American Heart Association. Mr. Wong brings to the EMCC over 40 years of experience as a paramedic working with private ambulance services and fire-based EMS providers and is a resident of San Mateo County.

 

David Norris has been recommended for reappointment by the San Mateo County Police Chiefs and Sheriffs Association. Chief Norris brings to the EMCC more than 30 years of experience in law enforcement and as a first responder in San Mateo County.
