BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

This Board of Supervisors (Board) held study sessions on Measure K expenditures and approved the allocation of Measure K funds for the FY 2023-24 budget, including allocating $500,000 to support capacity building of Build Up San Mateo County (“Build Up”) to better meet the County’s childcare needs.

 

DISCUSSION:

Build Up is a county-wide, multi-sector, collective-impact initiative through the Child Care Coordinating Council of San Mateo County to preserve, expand and improve the supply of childcare and preschool facilities in San Mateo County. This initiative began after the San Mateo County Human Services Agency commissioned a comprehensive needs assessment for early learning and care facilities operating in the county and its municipalities. Following this assessment, the Silicon Valley Community Foundation convened a task force to identify goals and next steps to create more early childcare and education spaces throughout the county. Build Up grew out of this task force and is focused on the following four goals:

 

1)                     Reusing/repurposing existing available spaces for childcare;

2)                     Including childcare in new building developments;

3)                     Partnering with large employers to expand access to childcare; and

4)                     Generating new capital funds.

 

The Child Care Partnership Council, the local childcare and development council, published a childcare needs assessment in 2022, which found that San Mateo County is experiencing a childcare shortage, especially for affordable childcare, that is expected to grow over the next ten years. 

 

As of 2022, the demand for childcare spaces in San Mateo County far outstripped the supply, with 29 percent of demand going unmet. By 2032, unmet demand is expected to grow to 34 percent. This mismatch between supply and demand is amplified for infant and toddler care, with 66 percent of demand going unmet in 2022. In addition, 73 percent of survey respondents reported they have turned down work due to a lack of childcare, particularly affordable childcare, which 65 percent said was difficult to find.

 

These results are even more extreme for subsidized childcare. According to the study, 79 percent of the need for subsidized childcare is not being met. With infants and toddlers, the need is particularly critical, with 94 percent of the demand for childcare unmet. As a result, parents with the greatest financial need to work and who also require childcare to participate in the workforce are underserved in the County. Build Up is tasked with addressing these findings.

 

Measure K funds are being provided to the Child Care Coordinating Council of San Mateo County to support Build Up’s capacity building to meet the County’s childcare needs. Specifically, the Child Care Coordinating Council of San Mateo County will use the Measure K funds for Build Up, by hiring two full time consultants, developing, and implementing a strategic plan, securing grants, establishing sustainable funding sources including through grant writing, and developing documents, manuals, and training guides. The following is an approximate breakdown of how the Measure K funding for this project would be allocated:

 

Capacity-building consultants: 30 percent

Technical Assistance consultants: 30 percent

Indirect: 10 percent

Project coordination: 15 percent

Materials: 15 percent

 

Half ($250,000) of the grant will be provided to the Child Care Coordinating Council of San Mateo County up front, and the remaining half ($250,000) will be provided on a reimbursement basis. County staff has informed the grantee that this grant is one-time only, and that the grantee will need secure other sources of funding going forward.

 

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

EQUITY IMPACT:

Access to childcare is critical to the ability of families to participate in the workforce, especially those who are underserved. Measure K funding will support The Child Care Coordinating Council of San Mateo County in building Build Up San Mateo County’s capacity to meet the childcare needs of all residents of San Mateo County.

 

The County Attorney’s Office has reviewed and approved the agreement and resolution as to form.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2023-24 Measure K request.  These funds are budgeted in the Non-Departmental Services FY 2023-24 Adopted Budget.
