BACKGROUND:

On February 6, 2023, the Board of Supervisors held a Board retreat to discuss the process and community needs for allocation of Measure K funds for the anticipated FY 2024-25 budget. Through this retreat and subsequent discussions, the Board expressed interest in gathering community input regarding funding needs across and within the four Measure K priority categories of Housing and Homelessness, Children and Families, Mental Health, and Emergency Preparedness. To this end, staff conducted a competitive bidding process and selected InterEthnica to convene listening sessions across the county and to conduct a community survey.

 

DISCUSSION:

At the direction of County staff, in August 2023, InterEthnica convened eight community listening sessions to gather feedback from residents across the County, including in Daly City, East Palo Alto, North Fair Oaks, San Mateo, South San Francisco, El Granada, and Pescadero. A total of 345 individuals participated in the listening sessions and provided input through engagement activities.

 

On July 22, 2023, InterEthnica released a community survey to elicit additional feedback regarding residents’ experiences and needs as they related to the four Measure K priority areas. The survey was open for a period of five weeks during which time InterEthnica received more than 2,300 responses. InterEthnica’s report analyzes and summarizes the data obtained from the survey and listening sessions, as well as information obtained from County departments and community-based organizations.

 

InterEthnica’s report is submitted to the Board with this memorandum.

County staff are designing a process for awarding Measure K grants and an allocation proposal for consideration by the Board. This information will be introduced as part of the study session to seek feedback and direction from the Board. These items will be brought back to the Board for final deliberation and approval at the regular full Board meeting on October 17, 2023.

 

EQUITY IMPACT:

Equity was a central component in the development of the community engagement plan implemented by InterEthnica. Outreach materials, community listening sessions and surveys were designed in multiple languages, facilitating equitable participation for residents, irrespective of linguistic background. Deliberate and targeted community outreach was also conducted ensuring feedback was gathered from a wide range of ages, incomes, races, and ethnicities, including historically hard-to-reach communities. This approach aligns with the County’s overarching equity objectives, amplifying voices and fostering inclusivity.

 

FISCAL IMPACT:

There is no fiscal impact associated with the Board’s receipt of the report.
