BACKGROUND:

In 2017, the State Water Resources Control Board (Division of Drinking Water) cited Pescadero Middle/High School’s on-site well for exceeding maximum allowed nitrate and coliform contaminant levels. Past attempts to drill new wells have failed due to insufficient potable water quality and quantity on the property. As a result, the school currently relies on bottled water for potable uses. The County is therefore pursuing a waterline extension for County Service Area 11 (CSA-11) to 350-360 Butano Cut Off (APN 087-053-010), Pescadero to provide potable water to Pescadero Middle/High School.

 

The waterline extension is a joint and coordinated effort between the County, the La Honda-Pescadero Unified School District, the State Water Resources Control Board, and the Pescadero community.

 

DISCUSSION:

On August 25, 2023, the County of San Mateo received the Preliminary Funding Award Notification for the Expedited Drinking Water Grant (EDWG) Program from the State Water Resources Control Board, Division of Financial Assistance. The funding amount is for the overall project cost of approximately $3,997,144.

 

To receive the funding agreement under the EDWG Program, the County must submit several documents within 30 calendar days of receipt of the notification letter, including a resolution approved by the Board of Supervisors that designates an Authorized Representative to accept and sign for the grant on behalf of the County. By adopting this resolution, the Board approves the Community Development Director, or designee, to serve as Authorized Representative, and to execute a financial assistance agreement from the State Water Resources Control Board and make any amendments or changes thereto. The Authorized Representative or designee is further designated to carry out the County’s responsibilities under the financial assistance agreement, including certifying disbursement requests on behalf of the County and complying with applicable state and federal laws.

 

FISCAL IMPACT:

Adoption of the resolution allows the County to receive anticipated funding from the State Water Control Board of approximately $3,997,144. There is no impact to Net County Cost.
