BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved the allocation of Measure K funds for the FY 2023-24 budget, including allocating $1 Million for emergency preparedness renovations at the Cow Palace Arena and Event Center (“Cow Palace”).

 

PROJECT SUMMARY:

In a local or regional disaster, the Cow Palace will be used as an evacuation, care, and shelter site for County residents.  Measure K funds are being provided to the Cow Palace to support substantial emergency preparedness renovations which must be undertaken at the facility for it to be suitable for this purpose.  Specifically, the Cow Palace will use the Measure K funds toward (1) remodeling the kitchen, freezer, and dining hall to facilitate the provision of thousands of meals per day; (2) installing additional permanent emergency generators to sustain power during outages; (3) acquiring and appropriately storing care supplies including blankets, cots, and comfort kits; and (4) repairing and renovating large animal/livestock evacuation and care areas.  

 

County staff has informed the grantee that this grant is one-time only, and that the grantee will need secure other sources of funding going forward.

 

The County Attorney’s Office has reviewed and approved the agreement and resolution as to form.

EQUITY STATEMENT:

This Measure K funding will increase the County’s ability to provide evacuation, care, and shelter services to vulnerable residents who are often disproportionally impacted by disasters. 

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2023-24 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2023-24 Approved Recommended Budget.
