BACKGROUND:
Since 1989, Service League of San Mateo County has provided direct services to the San Mateo County incarcerated population. Services include, but are not limited to, the following: jail programming, jail orientation, jury trial clothing, Spanish language services, library services, and various denominational chaplaincy services. The Service League of San Mateo County continues to be an integral part of the County's efforts to reduce recidivism for justice-involved individuals "in-custody" and "out-of-custody".

DISCUSSION:
In Spring 2021, the San Mateo County Manager's Office and the Sheriff's Office issued a joint Request for Proposals (RFP) for programs and services for the County's justice-involved population. The Service League of San Mateo County was selected to provide in-custody programs and services for San Mateo County's justice-involved population. The agreement with Service League contributes to the main strategies found in the Community Corrections Partnership (CCP), and Local Implementation Plan (LIP) adopted by this Board in 2012 and revised in 2020. This agreement reflects the third year of contracted services under the RFP.
