BACKGROUND:

Senate Bill 75 includes the Mental Health Student Services Act (MHSSA), which establishes mental health partnerships between county mental health or behavioral health departments and educational entities. The MHSSA grant is intended to foster stronger school-community mental health partnerships between counties and local educational agencies to create targeted interventions for pupils with identified social-emotional, behavioral, and academic needs.

 

In July 2020, Behavioral Health, and Recovery Services (BHRS), in collaboration with the San Mateo County Office of Education, was awarded one of two MHSSA grants earmarked for large counties. The four-year grant is aimed at improving access to mental health services for San Mateo County students and their families.

 

In November 2020, this Board approved a Memorandum of Understanding (MOU) with the San Mateo County Superintendent of Schools to increase access to mental health services for children and youth in San Mateo County for the term of October 1, 2020, through September 30, 2024, in an amount not to exceed $5,359,954.

 

DISCUSSION:

The MOU is being amended to include the MHSSA grant reporting tracker and the development of a Qualtrics database to support data collection, analysis, and reporting required for this grant and beyond. Funding for the database will be supported with the Mental Health Services Act one-time funding ($118,966) allocated to prevention and early intervention data collection and reporting improvements. 

 

The amended MOU and resolution have been reviewed and approved by the County Attorney as to form.

 

This amendment has been delayed due to prolonged MOU negotiations with the provider. 

 

As of FY 2022-23, the percentage of Specialty Mental Health Service (SMHS) eligible beneficiaries that received one SMHS claimed through Short-Doyle/Medi-Cal (San Mateo County’s children and youth penetration rate) was 2.9%, equivalent to 1,660 children and youth. It is anticipated that penetration rates shall increase to 3%.

FISCAL IMPACT:

The term of the amended MOU is October 1, 2020, through September 30, 2024. This amendment increases the MOU amount by $118,938 to an amount not to exceed $5,478,892 for the three-year term. Funds in the amount of $1,029,266 are included in the BHRS FY 2023-24 Recommended Budget. Of the FY 2023-24 amount, it is anticipated that 100% or $1,029,266 will be funded by the grant. A similar arrangement will be made in future years.
