BACKGROUND:
On September 30, 2014, the Board of Supervisors ("Board") approved the San Mateo County FY 2014-15 Adopted Budget, which included Measure K funding for the East Palo Alto Library remodeling project. On June 28, 2016, the Board adopted Resolution No. 074636, authorizing the President of the Board to execute a Letter of Interest on behalf of the County of San Mateo supporting the East Palo Alto Library's exploration of a potential partnership with the Youth Arts & Music Center to develop a library on the property owned by the John and Marcia Goldman Foundation at Bay Road and Pulgas Avenue in East Palo Alto (attached).

The San Mateo County Libraries has included the Measure K funding in their budgets since FY 2014-15, but has not yet spent the funding.

DISCUSSION:
Since the approval of the Measure K funding for the East Palo Alto Library remodeling project, the City of East Palo Alto has purchased land on which to build a new public library at 1950 Bay Road in East Palo Alto and is ready to begin the construction process. San Mateo County Libraries desires to contribute the Measure K funding toward the new library, as opposed to the renovation project previously approved by the Board. The cost to acquire the site for the library was $3,260,000. This Measure K funding will contribute to this amount.
