A)                     Rejecting all bids received for the Realize Flood Park Project Phase One; and

 

B)                     Authorizing the Director of Public Works to proceed with readvertising for bids on the Reimagine Flood Park Project - Phase One and report back to this Board with recommendations on awarding a contract.

BACKGROUND:

On December 13, 2022, this Board adopted Resolution No. 079396, which authorized the Director of Public Works to finalize the Realize Flood Park Project (Project) plans and specifications and proceed with advertising for bids for the Project and report back to this Board with recommendations on awarding a contract.

 

DISCUSSION:

On Thursday, August 10, 2023, four bids were received for the Project and subsequently referred to the Department of Public Works (“Department”) for checking and recommendation. The bids were submitted by Azul Works, Inc., Jensen Landscape Contractor, LLC, Level 10 Construction, LP, and McGuire and Hester.

 

Installation of a new water service connection from Bay Road and associated water pipes to serve the Park and Project have, since preparation of the bid documentation, emerged as the preferred water service option and are integral components of the Project. The Project was advertised with a bid alternate that was meant to allow for the option of the water service connection from Bay Road. However, the bid alternate information requested in the Project documents was informational only, and therefore did not allow the Department to include the bid alternate in the Project award of the Project.

 

The Department recommends that all bids received for this Project be rejected and the Project be readvertised for bids. Re-bidding the Project with the revised scope of work, including the Bay Road waterline connection and necessary water pipe installations, will ensure the most cost-effective and efficient method to complete the Project.

 

County Attorney has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

There is no impact on the Capital Projects Fund or the General Fund.
